Sometimes it is necessary or expedient to publish a PDF online. It is however important to note that PDF does not yet have approved Sufficient Techniques to claim WCAG 2.0 conformance; it cannot be relied upon in the provision of government information. At least one other format, preferably HTML, must be provided with all PDF documents to ensure WCAG2.0 compliance.
PDF can be made more accessible to some people in some conditions. In order to meet the recommended WCAG2.0 usability of PDF, we assist agencies by:
    • tagging files
    • assigning metadata
    • ensuring tab sequence
    • assigning alt texts to all image objects
